Maybe that happened for him, but people grow at different rates. Don't worry about it.
Perhaps, if you are talking strictly physically, that might be mostly true. I know I was stronger, healthier and got sick much less often at 40 than 25.
As for every other part of life, it's way off base. Most people are smarter, more experienced, better situated in life, more affluent and certainly more self confident at 50 than 25. More time and a much better appreciation of the things in life many 25 year old's have yet to even know exist.
Don't kid yourself. With the advances in medicine and a wise financial plan, most 60 year olds are having a pretty damn fine time enjoying the fruits of their working lives, in early retirement.
I think only for some childish people who want to stay childish for life then depressed that their body can't keep up
biologically, perhaps. I know after 30, there's a "use it or lose it" rule regarding muscles. but in every other way? it's an upward slope mah frand

25? He must have has some really bad health then. Maybe all downhill after 35 at the earliest but probably more like 40. I heard of a study done where older people (like mid 70's and up) all basically agreed that their 30's was the best time in their lives.
