Is it normal that i can't move my pinkie toe upwards

Ever since I was born, I've never been able to move my pinkie toe upwards. No matter what I do I can only make it go down. Even if I try to move all my toes up, my pinkie will only go downwards. I'm wondering if this is a normal thing.

    Some people are born with the tendons that allow for upward movement. I lack the tendon as well.
