prolly an fcc license if you want to keep the transmitter & antenna
a format that local people wanna listen to and ad space if you wanna make or even try to recoup any money
Not sure but I always thought it would be cool to hijack or bootleg a radio station. otherwise you probably need a lot of money or your foot in the door of an existing station
Study the business of radio... and figure out how much it would cost and the required licenses permits and trained/certified staff.
Getting a job at a radio station would allow you to get an idea of how to staff and run one, and the types of equipment needed.
My estimate is that you likely need $200,000+ to make a go of it with the smallest least powerful transmitter, although it would not surprise me if a full power transmitter for a larger city would be in the $Million+ range.
You likely would have a minimum payroll in the order of $100,000 - $200,000; for which you would need to receive adequate advertising $$$ to cover that and the overhead cost of the equipment and utilities.
