I wouldn't lie to her. Your own children are entitled to know the truth about themselves. Go to a doctor and see what she has. Then tell her the truth about her condition. It is better for her to be aware of it. We all have anomalies, but some are more visible than others and we have to accept and confront them. Hiding these things can lead to weaknesses like mental instability, sensitivity against bullying and we all know how bad this can end up. Prepare her for her future and help her become strong.
That sounds like a hormonal condition connected with puberty but I would think it unusual for a girl that age to grow facial hair, it's much more common at menopause.
Have you asked her if she's noticed it herself and how she feels about it? A visit to a doctor might be a good idea if it looks like becoming a problem, but hairiness is usually genetic. For example, my 10 yo grand daughter has always had hairy arms and her dad is fairly hairy.
She might be hitting early puberty or just is hairy. Some people are like that.
She probably has hirsutism. That is when male hair growth patterns in females.
When it happens in girls during puberty it's almost as always due to the body making male hormones or hair shafts being super sensitive to androgens.

It's a medical condition, I forget thes name bit a 1uick search will show you. My friend has it so and is sensitive about it so don't be blunt with her on it and probs is as well
she could have a genetic abnormality or not. the amount of hair on a woman is highly variable just as the clitoris size is highly variable from virtually absent to Oh my god is that a penis. hopefully she is attractive as many hairy women lack feminine traits altogether. but its important that no matter how she turns out that she find importance in her being. And thats all that really matters to any of us.
I was hairy af when I was a little girl. In fact, someone nicknamed me "Esau". Now, it's kind of spread out over my body, and is not as thick.
