Is it normal that my best friend is so frugal?

I'll tell him to go crazy at Wendy's and he'll order the cheapest stuff. I'll ask why and he says "Don't waste your paycheck on me." I'll take him and a friend to Red Lobster or Chiles and while the other person(s) (sometimes another friend, sometimes an acquaintance from work, sometimes my mom and her circle of friends) order basically whatever they want, he'll stop at the appetizzer and drink water. I //know// he's trying to help me out, but when you care bout someone and want to spoil them it can be a bit upsetting.

I understand your friend! I feel like him all the time, you feel bad about spending people's money and you kinda feel in debt to that person after! Sucky feeling..... so you try to be as cheap as possible, but apparently your not supposed to do that when someone offers.. because it can be offensive
