Is it normal that my fan is really loud

On start up its alrigt, but after about 5 minutes it gets really noisy and im not sure why

    Yeah, I have the same problem. My fans tend to get pretty loud. But without them I wouldn't be where I am today.

    Computer fan?
    Console fan?
    Desk fan?

    What kind of fan are we talking about here?

    Try cleaning it. Most fans disassemble for cleaning.
