Is it normal to always need verification code

Pretty much every single time I log into Steam or Discord or anything like that it says I need to fill in a verification code sent to my email because i'm logging in from a new location buT ITS THE SAME DAMN LOCATION EVERY SINGLE TIME MY LAPTOP IN MY HOME. I do not understand this. And on top of that my city is not accurate when I get the verification email and it tells me which city the login attempt has been made from well that is not where I live or anywhere close to it because it lists the capital city in my country and I live a 7 hour drive from it. It almost never lists my city but usually it lists a city nearby I dont even know how my laptop doesnt know where it is dammit
