I don't feel it's my place or my business to get the cops involved. I guess my feeling is that if you're born with bad parents, you're fucked.
All police agencies will let you report anonymously, including the FBI, NSA and CIA, not to mention local police and sheriff's. Just do it.

You shouldn’t be asking if it’s normal, you should be asking if it’s possible. And the answer is no. If you don’t report it, then you’re not against it.
