Is it normal to be constantly touching/feeling your genitals?

I don't do it for any sexual reasons, like to masturbate or anything, but just because it's comfortable. Sometimes I'll notice that I've had my hand on my penis for the past few hours. Sometimes my mum will knock and I'll only even realise that I have my hand down there when she's halfway in the door.
