Is it normal to feel pulsating when moving my eyes?

I have had this issue for a few years now and it only happens about once every three or so months. I usually wake up and feel off somehow, I think my head feels strange and maybe heavier? But when I move my eyes, every time I can feel and hear something pulsating inside my head. It may be my inner ear? I don’t exactly feel dizzy, but I do notice that I am a bit slower mentally. It also happens when I move my head too fast. It doesn’t hurt, but it doesn’t feel nice exactly. It’s happening currently and I noticed that my nasal cavity does feel tight. Maybe it could be related to a sinus infection or something like that? I’m not sure if I feel that nose pressure every time. I did wake up with a runny nose today and a congested throat, but I also have allergies. I have searched the web and didn’t find anything that seems exactly fitting to this, and I am not sure how to explain it. I just feel slow and tired, and moving my eyes and feeling the “woosh” sound is worrying and also makes me tired.
