Yes and no are they doing it to be mean or like so they dont hurt yor feeling?

It's annoying, but you don't know what's going on in their daily life that requires fake laughter.

For example, a family member of mine fake laughs all the time when talking to her boss, co-workers, or acquaintances. I think it became a habit for her.
