Is it normal to hate these type of comments: "it's 2015 and people still..."

Is it normal I hate it when people post comments that begin with:
"It's [insert year here] and people still [insert rant here]..."

I think it is ridiculous to put the year thing, it's quite meaningless, there were problems before and there's no reason why there shouldn't be ones now...
