Is it normal to have small moving flashing lights in my eyes after being out
If it's bright out, sometimes I get these small flashes that move.

Look up Blue field entopic phenomenon. If that is what you are talking about, then yes, it's normal. Not sure if that is what you are describing, but that is the first thing that comes to mind.
