Is it normal to have your pet outside this late at night?

There is a neighborhood cat that roams around the neighborhood during the day. We first thought it was a stray cat and found out that our neighbors just allow him to go in and out of the house. (outdoor cat). The thing is that he shows up around 3am still and has been looking very skinny. So I have been feeding him and he eats 2 cans of food very fast, which to me is off because it seems like he is starving. He also has NO front claws. He is dewclawed and has no means of defense except running or biting. And there are a bunch of raccoon in our neighborhood as well. (rabies) He is also completely black and I feel like him being out at night he would blend in and could accidentally get hit by a car or something.
He is super friendly should I just take him inside my house at night when he comes? Or should I talk to the neighbors about this? is it normal do you think this is neglecting the animal on their part? What should I do?

    Cats like the night. Mine stay out all night if they don't come in at bedtime. I'm not chasing their happy asses down.

    Although they have claws. And kitty street smarts. And the fat one is pretty sure he's starving.

    I have two cats, one of them prefers to be more outdoors than indoors and although I know it´s risks associated with it I see that they are far more calm and peaceful than they were when they were indoors only.

    I would however never fucking ever allow declawing -_- That´s animal abuse. Can´t deal with the fact that a cat has claws? Don´t get a cat!

    My youngest one is a devil, so I cut her claws as much as I can without it causing her discomfort but I would never remove them.

    You could talk to the neighbours if they seem to be the reasonable kind(which they don't, though it's inconclusive based on that information). You can make an anonymous complaint to the animal services or simply kitty nap him.

    It's very honorable and altruistic to care about animal rights.

    • It would be different if he was a feral cat with claws. But he's not used to hunting or defending himself from predators. And even wild animals get hit by cars. I would never let my pets just walk around alone at night. They are my family. The whole reason you have a pet is to be with the family like why have him not be in your home and outside by himself all the time? And I can literally see his hip bones now. He could be sick though so Idk.

        A cat is no different from a child once he's registered under someone, in the non literal sense. You should definitely do something about it.
