Is it normal to hire care givers instead of teachers?

Kansas has just eliminated teacher licensing requirements for six school districts, finally admitting openly that the schools are really child care institutions and not educational ones.
Why pay those with Education degrees all that money, when all that's needed are babysitters who come so much cheaper?
The writing is on the wall now.

    This is a dangerous precedent. In theory this could mean anyone could be a "teacher".

    Might just call our local babysitter who is 16 to educate my son for a few bucks.

    it makes sense for primary schools. I always thought primary school teachers were just glorified babysitters
