I'm a straight guy, and I've never checked out another guy's crotch. If a woman is wearing yoga pants or similar, I'm enough of a perv that I will try to sneak a peek if I think I can get away with it, although I've been very careful about this since learning years ago that women generally have better peripheral vision than men.

From what I've read, I believe gay guys pay a lot of attention to the crotches of other guys, and it's pretty common for women to check out a guy's package too. The funny thing is, though, that you can't rely on what you see being an accurate indication of a guy's maximum potential. Snug underwear can pack things pretty tight, loose-fitting outer clothing can conceal a lot, and then there's the growers versus showers thing.
