No, its not normal to take a hidden camera.
It is OK to take a real visible camera... and politely ask if you can take pictures; and then take only the ones where you have permission.
In fact, if you have a good personality and treat others respectfully on that nude beach... you will find people who want you to take their pictures once the word gets around.
No one likes someone who takes photos of them nude without them knowing it. It's quite classless.
Taking a hidden camera to a nude beach is sure to make everyone there uncomfortable if anyone finds out, because it's immediately obvious once word gets out that the ulterior motive is sexual.
Be respectful about it. Take a really obvious camera, explain to everyone there that you're documenting the nudist lifestyle, and ask permission to film. Only film the people who gave you permission to film them, and leave everyone else who didn't give permission alone.
Then, even if the ulterior motive was sexual, I guarantee you'll have plenty more material for your wank bank than if you had a hidden camera, and you won't have the police knocking at your door over crimes pertaining to gross invasion of privacy laws.
