Called being a human.
I was a morning person until I reached the age of 12... then it was sleeping till noon until 21 then I could never sleep past 9am. Odd progression truth be told.
There are a few people who can wake up, leap out of bed and charge headlong into their day, but most people require a little time for their brain to get into gear.
I recall reading somewhere that if you get into the habit of having a coffee or some other sort of caffeine hit first thing in the morning, your brain chemistry alters so you're in a state of something a lot like withdrawal until you do that. In a sense, you become chemically dependent on caffeine for your brain to function properly.
It could also be due to dehydration. Our bodies lose quite a bit of water while we're sleeping due to respiration and sweating, and our kidneys obviously continue to function if we went to bed reasonably well hydrated. For a long time, part of my morning ritual has been drinking a large glass of water first thing, and that seems to help me. (BTW, I also find that just drinking a glass of water is often enough to cure a headache.)
What you're experiencing could also be due to you simply not getting enough sleep. Loads of people are chronically sleep-deprived due to staying up much later than they should, and then forcing themselves to wake up before their body is properly rested.
