Is it normal for 18 male voice hasn't broken?

Hi there! I'm a 18 year-old-boy. Next year, I'm gonna be heading to university. I wonder why my voice has not broken yet? I'm so frustrated and ashamed every time I pick up the phone talking to some strangers or when I have to do presentation in front of my classes. Does anyone experience the same problem and offer any effective treatment? Please I need help. Thank you for your time. (Sorry my English is quite weak).

Give it a few more years, people develop at different rates.

I've seen guys who have bitch tits and weirdly high voices and always assumed their testosterone/oestrogen levels are imbalanced.

You still have time for it to chance. You could take up cigar smoking and whisky but you know... Cancer.

My dad said he didn't have a growth spurt until his very last year in high school. And when he did, he grew a lot more than most people did. It will probably happen soon.
