Is it normal for hospital staff to be on their i-phones most of the time?

I have been in hospitals an nearly every category of employee could be seen on their I-phone. N nurses, nurse's aids, orderlies (people who move patients), security guards, people in white coats.
I thought this was against the rules in hospitals

No, they never do that while on duty. 0
Occasionally they do that when they should not. I have seen it. 1
I was in a hospital and I saw it all over the place. 3

    As long as the doctors aren't on their phones I think you have nothing to worry about.

    • What about Security? And it's the nurses and nurse aids who carry everything out. And besides that, the doctors were also constantly on their I-phones whenever they were not on a stationary screen

    I have never seen this as either a patient or a visitor in hospitals in Australia, nor in the two American hospitals I havr visited people in.

    If you see it so often, why don't you say something to them?

    the ones that are not are so high on drugs they cant use a phone.
