Is it normal for hospital staff to be on their i-phones most of the time?

I have been in hospitals an nearly every category of employee could be seen on their I-phone. N nurses, nurse's aids, orderlies (people who move patients), security guards, people in white coats.
I thought this was against the rules in hospitals

No, they never do that while on duty. 0

    As long as the doctors aren't on their phones I think you have nothing to worry about.

      What about Security? And it's the nurses and nurse aids who carry everything out. And besides that, the doctors were also constantly on their I-phones whenever they were not on a stationary screen

    I have never seen this as either a patient or a visitor in hospitals in Australia, nor in the two American hospitals I havr visited people in.

    If you see it so often, why don't you say something to them?

    the ones that are not are so high on drugs they cant use a phone.
