Cats are very sensitive little creatures and they tend to pee in inappropriate places when they are stressed or upset about something.
- Make sure their litter is always fresh because cats don't like using a soiled box.
- Use a urine neutralizing cleaner or a solution of white vinegar and water; both will neutralize the ammonia in the urine stain.
- Put their littler box in the area where they most commonly pee on your carpet. Once they start using the box instead of the carpet, start moving the box a little bit closer to the spot where you want it every few days.
- Loud, strange noises (like barking dogs or construction noises) can stress them out, so try to minimize this if you can.
- If they are indoor cats, they can still feel extremely threatened by neighborhood outdoor cats coming to the window to taunt them.
- Cats who have bonded well with their owners can feel separation anxiety while their owners are away. You could try making their environment as comfortable as possible and maybe leave the radio on (low volume) while you are away.
- It's possible that they have a urinary tract infection, so you may also want to have them checked out by a veterinarian.

If your cat doesn't have a bladder problem, it probably is stressed out, or is peeing everywhere to mark its territory. Since you said you have two cats, it's probably territorial behaviour, or one cat is bullying the other and not letting it use the litterbox.

And make sure you really are using the right kind of odor eliminator because they have very sensitive noses and if they smell any traces of urine they will associate that spot with a place appropriate for relieving themselves--even if that place happens to be your favorite sweatshirt.
