It's normal for you to feel whatever you feel. You'll be a much happier, more serene person when you realize that you are powerless over the thoughts and emotions of other people. Additionally, other people aren't obligated to change their minds just to suit your mood. Keep your side of the street clean instead of worrying about what your neighbors across the street are doing or not doing. First thing's first.
If you have problems with your mental health and or an addiction then go get help. Start going to twelve step meetings, and or seek professional help. Someone told me this about seven and a half years ago, "what other people think of you is none of your business". I didn't like that saying when I first heard it, but now I embrace it. You'll be a much happier person once you stop trying to control everything and everyone around you. The only one you can change is yourself.
