Is it normal for my beagle to have this eye and what is it called?

Since buying our beagle puppy who we were assured by the breeder was in excellent condition, we noticed he had a problem with his eye. It doesn't bother him, and it looks something similar to what Madeline McCann had in her eye. This eye also seems to be bulging out a little more, and the bag underneath sags significantly lower than his other eye. He is now over the age of 1 and it hasn't upset him, though I am concerned of what it may be...

    Well, the eye lids of beagles and other hounds do sag a little, but what you are describing doesn't sound like it's normal..

    Take the dog to a vet! How do you know it doesn't bother him? You took on the responsibility to care for that dog when you became its owner. Asking for advice on here doesn't substitute taking it to the vet.

    I don't know tbh. Maybe see a vet, but I presume that you have already considered that, I would consider it some more if you haven't had him/her checked out already.
