Is it normal for sites to encourage and allow bullying?
There is a lot of sites on the internet but many times the management and mods will allow and encourage bullying of certain members. I just wondering is this normal?

Yes it's normal. The internet is a big melting pot of communities and some are less concerned about maintaining peace and order than others.
I seen this on a couple sites. Usually this is worse with forums. Not so much on Chat sites.
Well, if it's any consolidation cyber bullies tend to be overweight with acne and living in their mommies' basements. They generally don't get laid very often but do spend lots of time abusing themselves to internet porn. Often times the internet bullies who tend to be trolls are grumpy because they've injured themselves whilst practicing their masturbatory activities.
*All bullies are trolls but not all trolls are bullies.*

In all honesty though, the whole 'basement-dwelling, acne-ridden mummy's boy' idea of cyber bullies is pretty inaccurate MOST of the time.
If you look at the majority of cyber bullying cases where a victim has committed suicide, the bullies don't fit that description at all.
It's kind of like our preconception of what a child molester looks like, or a serial killer - in practice, these archetypes are pretty wide off the mark. They come in all shapes, sizes, ages, genders, backgrounds and ethnicities.

I've never seen it encouraged unless its the type of site that's built around trolling, in which case you should be able to take it lightly in order to even be there..
I think on this site it's more banter than anything else, just some users take it too seriously.
