Is it normal for the chat to do this?

New users are not allowed to go in the is it normal chat. When they attempt to access it they are told they must wait for an indefinite amount of time. What they aren't aware of, is that their username appears in the chat for several minutes as if they were actively in there.
Other users in the chat try to interact with them or they copy / paste the new user's profile page on the chat wall. The new user is left unaware of this because of the restrictions preventing them from being there.
