Is it normal for the top layer of my teeth to turn white?

Ok, so I decided to use Colgate hydrogen peroxide and baking soda whitening toothpaste as a whitening gel. I left it on my teeth for about 30 minutes. When I took my mouth guard out, it looked like the top layer of my teeth had turned a milky white color. I have a few small chips in my front teeth and they did not turn white. Also, there was a strange line going across them too. Almost like a scratch. I'm wondering if that was my enamel, and if I did any serious damage to it, and what can I do to either revert back to the original color of my teeth or make the chipped part and the strange line/scratch white as well. I probably shouldn't have left the toothpaste on for as long as I did but I did. So is this normal? ( probably not ). And how can I fix it.

I'm not trying to spend all that money on teeth whitening.
