Is it normal for this stranger to be watching them irl?

Well there's my neighbor that came to our door IRL she lives right across from us and she told my older sister a few minutes ago that there was a white ponyaic (is that even a car?! haha) sitting there every morning when my little brother gets picked up. I don't know she said she has been noticing this and that the car just sits there and stares at the kids. We know each other and all the parents of the kids at my bro's bus stop, so we don't know who this person is in the white ponyaic. She said that he had a baseball cap.. OMG sorry I just googled it and it's Pontaic* sorry!! X D I go to a different bus stop because I go to middle school (7-8). My bus stop is farther down and it has 13 kids (including me) but there's always usually 10 other kids there other than me in the morning. In my afternoon bus stop, there's usually 7 kids including me (8) that get off the bus. Only 1-4 other kids walk near my house with me. Well my brother, gladly, he doesn't have to walk so far like me to the bus stop/home. His bus stop is right across the street. I don't know how much kids are there because I have to go to school earlier than him and ahhaha I don't look at him when he comes home, even though I come earlier than him. There's less chances someone would kidnap him because..*please don't take any offence :/* he's a boy. Everyone knows all the parents of the kids at their bus stop so it's kind of weird there's a white pontaic who creeps on them each day. I never noticed any cars like that when I was there in 5-6th grade (we moved here when I was in 5th grade and my bro was in 1st) So know my bro's in 3rd but there is A LOT of little kids at his bus stop. The oldest looks as if she's in 5th grade. But all of them are really small, and something bad might happen to them. There's also this little girl who walks with my lil bro and she's in like 2nd grade but she's really small. They don't have anything to defend themselves with, and none of them are really strong. Any tips?? Thank-you! BTW, there would be no one creeping on the kids at my bus stop because we have more ideas to fight off any one that's attacking. Worry about the kids.. I think I've lived too long, ahaaha, even though I'm just in middle school. It's a white pontaic and the person inside it has a baseball cap. One time, I was in 6th grade, and there were these strangers watching us and then they started making out. Ahahaha?!? That's just weird... Lol X D

    Your statement is incorrect. More men are kidnaped then women. This man is clearly a child molester and if he isn't what he is doing is still very suspicious. Why won't you call the police? Are the other parents aware of this? The community as a whole needs to be more vigilant. The kids should not be allowed to walk home by themselves as long as that man insists on sitting there. If you act now, you could potentially stop a disaster from occurring.

    Write down the license plate to give to the police so they can run his plates. If he's a convicted sex offender they can probably get him on something or scare him away somehow.

    Well legally, he's not doing anything wrong.
    You call the police and they talk to him and then what?
    Police may say, "Sir, we're going to have to ask you to drive some place else."
    Pontiac man, "Why?"
    Police, "you're creeping these kids out."
    Pontiac man, "I'm sorry. Let me introduce myself and explain why I'm here every morning."
    Which he could do, even if he's lying and he can't be arrested for lying.
    The law is black and white with right and wrong, but gray in social areas like this. But it's a light gray because he hasn't broken the law yet.
    Ignore him and you will be fine.
