Is it normal i cant figure out my keyboard?

I cant figure out the keyboard on my windows 8. I got one that matched well but its for the wrong country. When I saw this I just thought "Well yeah whatever it works" however I found something wrong. The little (At) sign like. Rosy(At)Yahoo.com is gone. Currently I am using a online keyboard to type up everything. Can someone help me!!! Not sure how to change it and this is a PAIN!!! BTW rosy is not my name I used a random one as an example

    Go to Control Panel

    *A window should pop up showing all the settings you can change*

    At the top if the window there should be a "view by category" change this to "view by small icons"

    Select "Language"

    *A window should pop up showing the settings under language*

    Click options and change the keyboard layout to your region.
