Is it normal i don't understand how people can starve?

In many places, the land is arid. There is very little rain, so there are very few plants. Where there are very few plants to eat there will be very few animals that can survive because the animals that eat them will starve (yes, animals can starve). Where there are very few animals or plants to eat humans starve. You can't migrate if you'd have to travel hundreds of miles to find food, and traveling hundreds of miles requires food in the first place, and water. You can't steal food if no-one has enough, and what's the point because if you're one of the lucky few that has food it can just get stolen from you anyway. And even a little bit of food isn't enough - you can still suffer disease due to malnutrition.

I agree... this will sound so stupid, but like the desert where people live, ....its a really bad place, why are people still living there? ...even on foot they could have travelled to like a place where there's more water. they could have done this years ago.... but i still give them change on the street

You must no understand how the world works in reality. What about places devastated by natural disasters. Ex. Haiti few years ago. #1 crops, food ex can be lost, ruined or destroyed and #2 people then fight for the limited rescource, crime and extortion run rampant.

tribal people who are still skilled hunter gatherers don't seem to have this problem as they have the knowhow to get wild food in their area and manufacture hunting tools from natural materials. farming societies on the other hand can get into real trouble if their crops fail for one reason or another and they have no backup resources. knowledge of hunter gatherer ways is a valuable thing for anyone to learn.

Well in some places the soil is awful so they can not make crops and they are not built up enough to have major markets like a first world country. I guess they could hunt animals but depending on the area the animals might be harder to kill.

Keep in mind even if "food" is available it might not be safe food to eat. Finding food that wont kill you is harder than you think.

Right... cause you can just go kill some random animal and eat it. You do know that you can catch a disease like that right?
And if you are flat broke, you don't really have any hunting implements. So tell me... How do you take down a giraffe, or a bear with your hands?
You could eat fruit, mushrooms and such, but a lot of those can be poisonous. So you need to know what is safe to eat and what is not.
Without tools and knowledge, finding food is a lot harder than you think.
