Is it normal i'm uncomfortable when something rubs my bare skin?

So I'm sitting in my chair, shirtless because it's 3am, and my cord gets caught on my chair. I moved the cord so that it was partially going over my lap and it ended up resting slightly against my skin, and the second i moved myself at all, a weird chill went down my spine and I had to move it because the reaction was so visceral. Other times if I'm wearing a shirt that's a few sizes too big, sometimes it'll rub against my body in juust the wrong way and I immediately have to adjust it.
