Is it normal irritated by barking chihuahas?

My neighbors have 3 chihuahuas that bark ALL THE TIME, nonstop! Yap, yap, yap is what I wake up too. They want to go to my house and smoke, but they bring their stupid dogs everywhere. One scratched up my favorite picture, and I had to replace it :(. But seriously, if you want me to smoke with you, DON'T BRING YOUR STUPID DOGS! is it normal that this is so irritating?

    If it's your house, why the F___ do you let them bring their dogs and destroy your possessions. If I were you, I'd have a bowl of anti-freeze in the kitchen the next time they bring their barking rats over. End of problem.
