Is it normal my cat hits me when purring?

I bring my hand to pet it and it hits me after hitting me one two times with both paw it will rub his face on my hand. Is this normal? I made a video how do I attach it to this post to show you

    It's pretty funny, my small kitten, well not so small now will pat me to get me to look if he thinks i'm not paying attention. So funny.

    He's just playing around. I used to have a cat named Pepper that would do the same thing. lol
