Is it normal my neighbor has a dog that never gets outdoors?

My neighbor has a dog that she never takes outside. I have seen/heard it in her window barking at me when I am outside. One cold winter morning it escaped and she was chasing after it with only socks on her feet. It's fur was very unkempt. You could tell it was so elated to be outside, it was running so happily and rolling in the snow! Obviously the dog pisses and shits inside her house all day because when I say she never takes it outside, I mean NEVER, not even to go potty. This lady has problems, I don't know what exactly but she has people who check on her occasionally (a few times a week) and bring her food but there's obviously problems over there. She is very ill and weak looking. The people who check on her look like real scumbags themselves.

I'm wondering if this is normal to have a dog and never, ever, take it outside? I feel bad for the dog and I really wonder what the condition of her home is but I don't feel like I have grounds to get involved since people do check in on her and I don't think it's a crime to not take a dog out, it just seems wrong to me.

    Even if you keep your dog indoors you still need to let it outside. This reminds me of a neighbor I had a few years back.. I always thought it was just him that lived there till one day when he was moving out he put a dog in his car. I never heard it or seen it till then. Come to find out he kept it in the basement the whole year he lived there. People like that don't deserve to have animals.

    If I were you maybe I'll pretent to be knowing nothing , talk something random to the lady, show that you care about her(as a neighbour), be friendly to her——just chat with her! Anything, about weather,food, whatever, we do that to our neighbours don't we? Then after a while maybe you'll know something.

    Hey everyone, calm down. Has it occurred to any of you that the woman may have a potty pad for dogs? My neighbor has one. The dog can pee and poop on it and then it is replaced with a new one. Dogs are happier outside but can be cared for indoors as can cats. Also if she was a hoarder you'd be seeing more than one dog.

  • If she is sick then living in a home where she lets the dog shit inside is only going to make her health worse.
    I visited a house like that one time. It was the most fucking disgusting home I've ever been in and I know hoarders like the ones on TV but this was worse.
    There is nothing normal about this. Some people shouldn't have pets.

    The answer is obvious: This isn't normal at all. That woman is probably a hoarder and in the process she has neglected her dog. Call the ASPC on her. That dog needs to be taken away from her. It deserves a better life with owners that will be able to properly care for it.
