Is it normal my son's school didn't let him wear this shirt?

My son went to school wearing a band t-shirt. It was one of those shirts sold at concerts with the dates and locations of that tour's shows listed on the back. Because it was a multinational tour, it had small flags next to the dates of the country it was in. He was pulled out of class to go to the head, who told him he had to cover it up or go home and change his shirt to one without foreign flags. When my son disagreed, the head told him if he didn't go home to change it now, he would be suspended. When he got home, I called the school to verify that was the actual reason and he wasn't breaking some other rule, and they repeated that was the reason he was sent home. Am I alone in thinking this is ridiculous? I thought this kind of thing only happened in America.
