No it's not normal. You need to see a doctor. No man should have nipples. Seek help urgently.
Even though men do not really need them for any specific function, all men have them. So, yes it is normal. But I don't think anyone really knows what the purpose of men having nipples is exactly, since men don't lactate I can't really imagine what the purpose is from an evolutionary perspective is. There likely is one, just that it's not yet fully understood.
actually we were all females when we were in early stages on forming, then after a few weeks thats when it determines whether we are male or female but really everyone starts out female

It’s a genetic failsafe. It’s better to have useless ones on males then a chance for women not being able to produce milk.
