Is it normal that i can't pee sitting

I have seen a lot of guys speaking that they prefer to pee while sitting, but I just can't do it! when I'm taking shit I always have to pee, but it always go off of the toilet and below the toilet seat, I have a pretty small penis so I don't know what I am doing wrong.
