Reading is good for improving your writing ability and vocabulary.

But if you want to speak English well you need to have verbal conversations with English speakers.

Not here, not text-based or by email. Vocally, over the phone or face to face with people who speak English fluently.

Yeah, if you are looking to boost your vocabulary, Twilight isn't exactly what I would be reading (not that I would read it anyway).

Practice can definitely polish you up. But be deliberate about your practice. Don't just rerun the same words over and over. Target the words that are slowing you down.

I was raised speaking Wu and had to learn Mandarin and English. I speak faster than most natives for either language.

Reading and studying English or any language for that matter is one thing, but speaking, practicing and learning by doing something is entirely different. What you need is real life experience with speaking the language.

I think I was like you in the past,i wasn't very fast at speaking in English, one of my friend suggested a very useful way to make me speak faster, he suggested that I should listen to rap, and memorize the song lyrcis and sing the song and trying to keep up with the singer, this way you will get use to speak very fast.
