I'm no Dexter but I collect 1 hair from girls I used to have a crush on or liked, and keep it in a small glass tube as if I could feel "pride" or something...that I've known or know them...
My old boss told me he did that in highschool cuz his dad was a biology teacher, he taught him to look at the hair under the microscope to see if she takes good care of herself or not. kinda weird, but who am I to judge I have my kids umbilical cords in a jar still. lol
Well, if they had prior knowledge, it's like a photo album of random people. Now, if you just randomly plucked the hair off that one random girl with long, blonde hair who you always saw on the subway....that's a tad bit concerning.
You can use their hair to put spells on them.

I don't keep hairs. But I wear my gfs hair tie on my arm. I sort of akin it to a lock of hair. It reminds me of her, smells like her, and I always have it on my arm.

No offence to you but keeping things from people's bodies as a trophy is a serial killer trait. Do these girls know you have their hair?
Some do some don't. I do that just for "fun" but I know, it does seem VERY creepy. However I'm not even near mentally unstable or anything like that; never wanted to kill anyone. It's like some ppl keep photos, I found it "amusing" to keep 1 hair.
Do the girls know you do it? An ex gave me a lock of her hair when she had it cut back drastically. It was sweet because she knew how much I loved her hair, so I partially know what you mean. I don't think keeping the hair is creepy. It's whether the girls have any knowledge of it that's the odd thing.
