Is it normal that i like to stare at people when i'm bored

I always stare at people but I'm scared they'll freak out so I try to look down then I forget why I'm looking down and start staring at indiviual people for awhile and sometimes I see this guy who is already staring at me and we have the longest stare off, his cute tho so I'm happy ;)
