Is it normal that i'm 17 and never had a job?
everyone i know that is my age has had at least one job. I just don't have the initiative to get one. is it normal?

I actually wonder this a lot. I'm going to be graduating high school in a couple months and have never had a job. All of my friends have and I feel like a baby sort of.
Get a job.
Its good for you. You learn a lot by having a job, any job. Its nice to have your own money that you earned yourself and you learn respect.
If you don't like it you can always quit.
volunteer somewhere if you want more responsibility, but not too much responsibility.

Sure it is. Not only is there some degree of chance involved to begin with (not to mention the state of the youth job market these days), but I never had a job until I was 17. I'm 23-1/2 now, and I've been unemployed for a total of 10 months since.
That said, it wasn't for lack of trying. Trust me - everything will change when you have a job. You'll see positive, physical results from work you did with your own two hands. It makes you feel powerful, and well closer to full-fledged adulthood.
Unless you count doing chores for your neighbors, I'm in the same boat as you.
