Is it normal, that i touched my older sister inappropriately as a kid?

Hi guys, i'm now a 19 year old lad and well to be honest, i don't wanna feel like a freak, when i was about 12 or 13 around that age, i only once touched my older sister who is 1 and a half years older than me inappropriately, when we were swimming i put my hand where her vagina is, (i didnt go under the bikini) but i think if i remember correctly, touch around that area (never on the skin though) and also i use to run up to her and touch her boob then run off, i think it was just curiosity and hormones obviously? Is that normal behavior? should i feel as guilty as i feel?
