Why would playing with dolls be a gay thing? Unless he's throwing away Barbie and getting out all the Kens for the all-male hot-tub party and sleepover... Then perhaps a touch gay.
It's sad that this question even needs to be asked. Of course it's normal for a child to play with toys without listening to what society dictates they should play with. It shows that your brother thinks outside the box and doesn't care what people think.
Normal, especially seeing as he's only nine and playing with his younger sister.
"A gay thing" Agh! I hate that kind of mentality! It's perfectly normal. Why must people question everything nowadays? Why must people assume/put labels on people's sexuality due to that person's interests? It's fucking horrible. Don't put labels on this child. Let him do what makes him happy.

Seriously though, nothing wrong with a guy playing with dolls. They're just toys.
Also, he's doing his sister a favour to play with her. I'm sure she appreciates it.
I never did it myself, but then again, it's not in my personality to enjoy those types of things. And I don't have a sister.

My sister you to dress me up as a girl and put make up on my face all the time when I was that age, and I loved it. I'm pretty sure playing with dolls at his age is perfectly 'acceptable'
When I was abot that age me and a freind both male played with our G I Joes one day we decided we want a girl friend for are G I Joes and our parents bought us each a Barbie for us sounds weird but I remmember that.
Enjoy it while you can. Soon he'll be listening to loud music, being an asshat, and having pre-pubescent temper tantrums. I've seen it happen.
That's pretty normal for a child of that age. He's just playing around. If you are concerned try to get him to play with action figured instead of dolls.
