Please don't feel like you need to put up with any sort of comments or behaviour that you don't like.
I find it kinda creepy. Saying that you're pretty is alright, but the second part was weird.
You should have sex with him or at least give him a blow job. I would make him happy
If it’s a joke then that’s pretty funny, but then again I’m an only child so I kinda see why this would be super creepy to most people.😆 but yeah you know your brother better than us, so I’m hoping that was just a really weird joke…🙁
I think it's sweet, again depends on age and other actions.
I've heard similar comments from parents to their children and between verious siblings.
Your so cute/pretty/handsome if you weren't my _____ I would be interested. Sometimes said when the person is down and wondering why they don't have a SO, or just meant as a simple compliment. I wouldn't read to much into it unless there are actions to go with it.
The main point is your reaction. If you are in fact that pretty you're going to hear these type of comments from others as you get older. If I wasn't married/your boss/your teacher and only you can control whether you give them that opportunity.

Just to add context, most guys at 23 would screw a hole in a door if the door knob wasn't installed.
That's not to diminish anything about you being pretty or not.
The other point is a lot of times both males and females grow up and there are inherently traits that family members have that we tend to look for in a SO.
Your brother, not sure if he still lives in the same house or when he moved out, but he is just old enough to be realizing his little brat of a sister has grown in to a lady. This normally happens if the siblings are more than 4 years apart and about the time the younger one hits 16 or 17.
He may have worded it kind of creepy but may really have meant it. You may have all, or a lot of traits that he looks for, your cute or pretty, you know him, even the discusting things about him, and you still like him.
He may be just about as confused about what he said or how he said it as you.
However as I said be careful watch for actions, it may we'll be just sweet, but a guys dumb way to say something, or he could let the wrong head do the thinking and go too far.
he was planning to move out but due to the pandemic my parents advised him to stay at home. so, i'm uncomfy with his existence right now. recently too, he has been walking around, kinda annoying me, hitting me playfully, anything to grab my attention. btw, even with my traits, i still find it uncomfy because we are family.

It's either creepy , or his own way of giving compliment saying you have a beauty that men generally like, in a weird way.
