Is it normal that my cat can't talk?

I have a cat and her name is fluffy, but that's not the point! The point is, I try talking to her every day but she never talks back, the most I hear her say is meow. Sometimes I ask her if she wants Meow mix but she never says yes or no!

      I just wanted to test this site out and see if I would get 100% normal on this to see if people actually pay attention to the questions.

    Your cat is defective, sorry the meower is busted. I heard there was a recall on that model
