Whenever I try to give my cat some meat like some leftover steak or chicken, he refuses to eat it and simply just buries it like he would bury his shit. But if I give him like lettuce, spinach, or chips, he won't bury it and he'll eat it instead. Is it normal that my cat is like this?
That's not good. Cats need meat, because of the taurine. Without it, they could die. Maybe it's the brand of catfood? Take her to a vet and see what they recommend.

That's actually not healthy. The main ingredient cats need is protein, which is in meat. Believe it or not, even the small animals they catch outside are good for them. That's how stray cats survive.
