My lab is just like this and it's so weird
He smells like he rolled around in something dead and even after bathing him he smells horrible like it's in his breath or something
What diet is it being fed? Most people don't realise that diet can have an effect on the skin, coat and smell of an animals body and it's breath.
Low quality wet and dry foods can have a real negative effect and whilst some dogs can go their whole lives being fed cheap supermarket brands without showing much visible effect but I guarantee if you feed a high quality food you will see a difference.
You can check how good foods actually are by reading the ingredients panel. If it says things like cereals, various cereals, meat and animal derivatives, additives, colourings, meat by-products, sugars etc this shows a low quality food. Good quality foods always state exactly what is in them (eg rice instead of just "cereals" and chicken instead of meat and animal derivatives). Cereals could be any cereals and could change from batch to batch and meat and animal derivatives can be any part of the animal - not nutritious muscle meat but it could be heads, feet, guts etc. Not only are cereals harder for the dog to digest but if they make up the bulk of the food and are listed as the top ingredient as they're written down the dog is much more likely to go to the toilet more.
Some dogs can even have intolerances to certain ingredients which can make them have bad breath, strong doggy smell, diarrhoea, flatulence, itchy dry skin, flaky skin etc.
I would suggest reading your dog food ingredients and looking to make a switch, but remember that it can take several weeks before the new food takes effect!
Could it be you dog's anal sacs? These are glands similar to those that are found in skunks. Anal sacs usually empty with a bowl movement and marks a dog's territory. When dogs smell each others' rear ends, they are sniffing for the anal sacs.
If a dog's anal sacs become impacted, the entire house can fill up with the decomposing fish smell. It'll make your eyes water!
My parents never washed their dog. He was always outside and just smelled like a smelly dog if you took a good whiff. But dogs stink, that's part of life. Now yours might be a special case.
