Is it normal that my friend has dumped his 2 dogs and ignoring me now?

I was asked by a mate to look after his 2 dogs while he was away which he got back 2 weeks ago and has ignored all forms of contact I have sent him. I told him yesterday I have re homed them now so I could test the waters to see if he wants them. But nothing the problem is I don't know where he lives only rufley so now I'm stuck not sure what to do. I could hand them in to RSPCA but do I tell truth or say I just found them?

    I say sink that fucker. He doesn't want them anymore and if he just left them with you then take him down. He probably wouldve thrown them in the woods if you hadn't taken them. Text him first that you are going to tell them about what hes done say "if you dont come get your dogs now then im going to tell RSPCA and tell them what you did"

    Roughly is that better for you. Already contact RSPCA and because I agreed to a week I am now responsible for forever and everything for them. Great
