Is it normal that my friend touches the outside of her dogs vagina

We will be just sat watching Tv and we will hear her dog growling, we will look over and she is either touching the rim of the dogs vagina or sticking it's own tail up it's rectum to make the dog angry. Me and my other friends find it extremely disturbing but when we tell her to stop she just laughs. Is this normal?
