I hate to say this but yes its totally normal but I know how it must be creeping you out. He sees you as the closest thing to a woman he's likely to get to for a while and he'll be at that age where his hormones are going crazy - so dont take it personal. (How old is he btw?)
I had the same problem with my little brother when he was 12-13 and he kept going into my laundry basket and taking them out. I first noticed it because some of the stains wouldnt wash out and I kept losing underwear only for it to mysteriously return a few days later. A few times I found some that had been recently done and it was still white and that wasnt good. I also found out that he had been going into my shower while i was out and wanking off in there.
You can either tolerate it and try not to take it personally or you can confront him about it. I think its important that you at least confront him and let him know how you feel but you need to get his explanation as to why he's doing it and what he wants. You also need to be prepared for him admitting that he has feelings or desires for you and that might not be easy for you to hear. My compromise with my bro was that he gets a peek or can watch me as long as he went and did his thing without cumming on my stuff. It seems to work well but it was a headfuck at first. Don't get me wrong, I fought with my bro and shouted at him for months over this. The thought that he was doing it was bad enough but he was ruining my expensive stuff and I wanted to slap the shit out of him for it.
