Is it normal that some adult people don't appear adult to me?

Some people neither look or act adult, but I know they must be at least 18 years (maybe older) due to having a job and a car. I have 2 coworkers that in my opinion still act like the boys on secondary school. They also look somewhere in their mid-teens. Maybe its just my perception of age that's bad
